True Crime: The GDC 10 Preview

Activision shelved the True Crime series after only two games. Not that either were bad; they just never quite lived up to the potential of a cop's perspective on the fight against crime in a sprawling urban open world game. As part of this fresh start, True Crime moves halfway around the world to Hong Kong where investigator Wei Shin has been assigned to infiltrate a Triad gang. But to get the action movie feel developed United Front wanted, the game version of Hong Kong does not accurately map to the real world city. Instead, the four neighborhoods draw from a number of different sectors of Hong Kong.

In the demo I saw, Shen got an assignment from a minor boss named Winston to kidnap a rival boss and take out his heroin processing plant...

Quinn calls for an income tax increase for education

Gov. Pat Quinn today is calling for an income tax increase to raise money for education and ease deep cuts he's proposing in his new budget plan.

In his budget speech to the House and Senate, Quinn argued that the income tax "surcharge" would be enough to restore Illinois' education budget to current levels and allow the state to get caught up on some of the millions owed to public schools, community colleges and four-year universities.

Quinn provided few details on his proposal, which is a departure from his approach last year, when he unsuccessfully tried to raise the state income tax rate from 3 percent to 4.5 percent and provide some tax relief.

Chicago police to expand use of Tasers

The Chicago Police Department will be expanding its use of Tasers by adding one to every beat car in the city and allowing patrol officers to use them for the first time, officials said today.

There are currently 280 on the street and about 380 will be added.

Sergeants and field training officers are the only personnel who carry the weapons now. Officials argue that beat officers, the first responders to fights and other dangerous confrontations, need the weapons.

Officers are getting eight hours of training and the department is designing follow-up courses.

Officers are allowed to use the weapons only when confronted with an active resister - making a movement to avoid arrest - or an assailant.

(The move comes as Illinois State Police investigate the death of a man in Midlothian overnight who died after being hit by a Taser following a traffic stop.)

IDOT supervisor suspended after peeping Tom charge

An Illinois Department of Transportation civil engineer has been suspended from his job heading road maintenance for the department in Chicago's collar counties following his arrest this week after police saw him peering into a woman's apartment window in Crystal Lake.

James A. Stumpner, 48, of the 1500 block of Bridgedale Court, Crystal Lake was charged Monday with three misdemeanor counts of disorderly conduct, after police arrested him just after 5 a.m. Monday at the Skyridge Club Apartments. They had been staking out the complex since getting complaints about a peeping Tom last week.

As of late 2008, Stumpner was making $97,404 annually, according to a Tribune database of state employees.

Stumpner confessed to police that he peered into two other windows of apartments on separate occasions within the last several months where women that he did not know lived, said Cmdr. Mike Brichetto of the Crystal Lake police criminal investigation divis...

Sheriff's police investigating crash that killed 16-year-old

The Will County sheriff's office has identified three other people involved in a New Lenox crash where a 16-year-old girl was killed.

But authorities are still investigating the crash to determine what citations should be issued, said Pat Barry, a spokesman for the sheriff's office. Emily A. Dukovac, of Joliet, was killed Monday night after the Chevrolet Cavalier she was in collided with a Ford F-150 truck at Cherry Hill and New Lenox roads.

The Cavalier was heading east on New Lenox Road when it either went through the stop sign or slowed down and proceeded without stopping, Barry said. The car was struck by the pick-up truck heading north on Cherry Hill Road.

The driver of the Cavalier was Alainna H. Haiman, 17, of Joliet, Barry said. And also riding in the car, on the passenger side, was Chelsea M. Hamm, 17, of Joliet. Emily was in the back passenger side, where most of the impact occurred, Barry said.

The other girls, along with the dri...

Super Street Fighter 4 Media Reveals Hakan

The tenth and final addition to the Super Street Fighter IV roster has been revealed by Capcom, in the form of the utterly ridiculous Hakan.

The oiled-up homeboy joins fellow SSF4 newcomers Juri, Ibuki, Makoto, Dudley, T.Hawk, Dee Jay, Adon, Cody, and Guy--some of which are returning from previous Street Fighters.

The spruced-up fighter revamp--packing "the full roster from SFIV, new Ultra combos, new stages, the return of bonus rounds, [and] beefed-up online modes" in the words of publisher Capcom--hits PlayStation 3 and Xbox 360 on April 27, 2010 at $39.99.

In addition, a free "Tournament Mode" add-on will be released for the game sometime after it launches. But for now, let's take a look at the Turkish oil wrestl...
